ESPON Project: “Strategic Autonomy Rules for Trade in European Regions (STARTER): between free trade agreements and Open Strategic Autonomy

The project/contract considers the following objectives included in the Terms of Reference (ToR):

• To analyse the regional effects emanating from the policy of OSA by means of 4 scenarios
dedicated to the ECRMA, plus 2 extended ones in relation to the OSA-related policies,
namely, the CBAM and the Diversification of the supply of fossil fuels as energy source (Task
1).
• To analyse the regional effects of 4 scenarios emanating from FTA, centring in the case of
MERCOSUR, India, Chile and Australia (Task 2).7
• To develop an in-depth analysis of the political implications of the OSA (Task 1) and FTA
(Task 2) scenarios with a specific focus on their implications for the green and digital
transition. Moreover, we will develop 7 case studies, classified in three different categories:
i) three case studies with “a regional-policy focus”, which will illustrate the effects of Task 1
and 2 in three representative territories; ii) Two case studies with a “national-highlygranular-data-focus”; iii) And two more final case studies, with a “pan-Europeanunexpected shock-focus” (Task 3)
